The European Banking Authority (EBA) has classified USDC, the stablecoin issued by Circle Internet Financial Europe SAS, as a significant e-money token (EMT) under the European Union's Markets in Crypto Assets Regulation (MiCA). The decision followed an assessment against the criteria set out in the Regulation.
USDC becomes the first of 45 EMTs notified under MiCA in the European Union to receive the significant designation. According to Cointelegraph, USDC is the second-largest stablecoin by market capitalization.
From November 12, 2026, USDC will fall under the dual supervision that MiCA sets out for significant EMTs. Direct supervisory responsibility for own funds, reserve of assets, liquidity requirements, and recovery and redemption plans will move from France's Autorité de Contrôle Prudentiel et de Résolution (ACPR) to the EBA.
