European AI startups raise fresh seed rounds for defence and governance tools

Founded in 2012 by Antti Lilja, Jaakko Mattila, and Oskari Ketola, Creoir focuses on embedded speech technologies and AI for the defence industry. The company says its on-device voice AI works hands-free and offline, without cloud connectivity, and is intended to reduce operator cognitive load and support command-and-control systems. Lilja serves as chief executive and co-founder.

Separately, London-based AI Score has raised $5.4 million in seed funding to develop its platform for managing the use of generative and agentic AI across organisations. The round was led by Fuel Ventures, with participation from founding investor GALLOS Technologies. Additional investors included Alan Morgan, co-founder of MMC Ventures, and Mo El Husseiny, Managing Partner of Ventura Capital. The funding follows a $1 million pre-seed round in November 2025.

AI Score was founded by Alex Harland, who serves as chief executive, and Benita Tibb, who serves as chief operating officer. Its platform is designed to give organisations real-time visibility and control over how generative and agentic AI systems are used across their operations, including guardrails and safety controls for AI agents.
