
US Senate Blocks CLARITY Act, Stalling Federal Crypto Rulebook
A procedural vote fell short of the 60 needed to advance the digital-asset market structure bill, sending bitcoin and crypto tokens lower.

The U.S. Senate has failed to advance the CLARITY Act, a bill that would have created a federal regulatory framework for digital assets. The procedural motion drew 49 votes in favor and 50 against, according to BitKE and CoinDesk, well below the 60 votes required to move forward.
Democrats and three Republicans, Josh Hawley, Susan Collins and Jerry Moran, voted against advancing the measure, per BitKE. The dispute centered on ethics rules and concerns tied to President Donald Trump's cryptocurrency interests.
The legislation, backed by Republican Senator Cynthia Lummis and supported by Trump and much of the crypto industry, had grown to 635 pages after more than a year of negotiations. It sought to define the respective roles of the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC), set rules for digital-asset markets, and strengthen consumer protections.
